10. APPROVAL OF ACCESS EASEMENT ON TAYLOR RANCH TRAIL TO SARASOTA COUNTY
Description
Sarasota County Government owns a parcel of land located at the corner of US 41 and Taylor Ranch Trail, which is planned as a county park.  The required access to the park will be from Taylor Ranch Trail, which is owned by the School Board.  An access easement from the School Board is required for the County to have legal access to their parcel.

Recommendation
That the School Board of Sarasota County approve the access easement on Taylor Ranch Trail for Sarasota County Government, as presented.

11. TENTH RESOLUTION TO ACQUIRE AN ELEMENTARY SCHOOL SITE IN NORTH PORT
Description

On October 5, 2010, the Board approved the First Resolution, authorizing the acquisition of numerous small parcels for a future elementary school in North Port.  This Tenth Resolution approves the eighth batch of contracts for this acquisition.



Recommendation
That the School Board approve the Tenth Resolution of the School Board of Sarasota County, Florida, RE: Acquisition of Property for a Future Elementary School in North Port, Florida.

AGREEMENTS/CONTRACTS

12. APPROVAL OF THE CONTRACT BETWEEN CHILDREN FIRST, INC. AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

Children First will provide childcare services as provided under the Suncoast Workforce Board Out of School Youth Grant.  These services will run from January 1, 2011 through June 30, 2011.



Recommendation
That the contract between Children First and the School Board of Sarasota County, Florida, be approved.

13. APPROVAL OF THE PROPOSAL FOR SERVICES BETWEEN THE SARASOTA COUNTY SCHOOL BOARD AND FLORIDA STATE UNIVERSITY FLORIDA CENTER FOR INTERACTIVE MEDIA (FCIM) FOR AN INSTRUCTIONAL IMPROVEMENT SYSTEM (IIS)
Description

Contract will allow Florida Center for Interactive Media to work with district staff in developing an IIS blueprint to comply with Race to the Top requirements. Full $80,000 payment will be made according to the timely completion of outlined deliverables. Race to the Top grant funds have been allocated for this purpose.



Recommendation
That the School Board of Sarasota County approve the agreement for services with the Florida State University Florida Center for Interactive Media (FCIM) for an Instructional Improvement System (IIS).

14. CONTRACT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND SUNCOAST THERAPY
Description

This addendum will continue to provide speech therapy, occupational therapy and physical therapy services to students enrolled in private schools by their parents including McKay Scholarship students. 



Recommendation
That the addendum to the contract between the School Board of Sarasota County, Florida, and Suncoast Therapy be approved as presented.

15. APPROVAL OF THE AGREEMENT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND AGILITY PHYSICAL THERAPY & SPORTS PERFORMANCE, LLC
Description

Agility Physical Therapy & Sports Performance, LLC agrees to provide certified trainers and related services to students participating in interscholastic sports and athletic activities at the following high schools:  Booker High School, North Port High School, Riverview High School, Sarasota High School and Venice High School.  The duration of this contract shall be for one year beginning July 1, 2011 through June 30, 2012, payable in eleven monthly payments beginning July 1, 2011 of $24,754 with a final payment of $24,758 on June 1, 2012.

16. APPROVAL OF THE ADDENDUM TO THE APPLICATION FOR DRIVER EDUCATION ENHANCEMENT FUNDS TO ADD A PROGRAM COORDINATOR FOR THE SUMMER PROGRAM 2011
Description
Summer is 6 hours of behind the wheel instruction only.  This program is available to all student residents of Sarasota County.  Requesting adjustment to the original request of $5,560.00.  This request includes funding for contracted service contract for Program Coordinator from July 1, 2011 through July 28, 2011, in the amount of $2,800.00, which will bring the total amount request to $8,360.00.

That the Addendum to the Application for Driver Education Enhancement Funds to add a Program Coordinator for the Summer Program 2011, be approved.

GRANTS

17. APPROVAL OF THE DOLLAR GENERAL SKILL IMPROVEMENT PROGRAM GRANT APPLICATION TO THE DOLLAR GENERAL LITERACY FOUNDATION FOR SARASOTA COUNTY TECHNICAL INSTITUTE
Description
COMPETITIVE: Grant funds of $19,982 will enable group instruction in math and writing for adult students, aged 16 and above, who are preparing for a GED exam.   

Recommendation
That the School Board of Sarasota County approve the Dollar General Skill Improvement Program grant proposal.

18. APPROVAL OF THE MOVE TO IMPROVE GRANT PROPOSAL TO THE LOWE'S CHARITABLE AND EDUCATIONAL FOUNDATION FOR GLENALLEN ELEMENTARY SCHOOL
Description
COMPETITIVE: Grant funds of $70,538 will support the school's ongoing effort to provide ample physical movement areas for students to engage in physical activity, as well as opportunities for physical activity for the community.

19. APPROVAL OF THE ARTS INSPIRED GRANT PROPOSAL TO THE U.S. DEPARTMENT OF EDUCATION FOR ELIGIBLE SARASOTA COUNTY SCHOOLS
Description
COMPETITIVE: Grant funds of $909,665 will provide intensive, sustained professional development opportunities for arts and classroom educators to develop and enhance standards-based arts education and integrate arts instruction with core academic area content.  Eligible schools are those in which 50% or more of the children enrolled are from low-income families.

That the School Board of Sarasota County approve the Arts Inspired grant proposal.

20. APPROVAL OF THE SCHOOL LUNCH EQUIPMENT GRANT PROPOSAL TO THE FLORIDA DEPARTMENT OF EDUCATION FOR BRENTWOOD ELEMENTARY SCHOOL
Description
COMPETITIVE: Grant funds in the amount of $13,000 will purchase two compartment gas steamers for Brentwood Elementary School.

FIELD TRIPS

21. APPROVAL OF THE SARASOTA HIGH SCHOOL 10TH GRADE MAST RESEARCH FIELD TRIP TO HOUSTON, TEXAS, ON MAY 5, 2011 THROUGH MAY 9, 2011
Description
Students will compete at the international iSweep Energy, Engineering, and Environmental Project Olympiad, where they will present their research to college professors and community members in their field of science.

Recommendation
That the Sarasota High School 10th grade MAST Research field trip to Houston, Texas, on May 5, 2011 through May 9, 2011, be approved.

22. APPROVAL OF BRENTWOOD ELEMENTARY FIELD TRIP TO WASHINGTON D.C. FOR ODYSSEY OF THE MIND WORLD COMPETITION
Description

Seven Brentwood Elementary students will participate in the Odyssey of the Mind World Competition in Washington, D.C., May 27 - 31, 2011.



Recommendation
That the field trip for Brentwood Elementary to Washington D.C., for the Odyssey of the Mind World Competition, May 27 - 31, 2011, be approved.

23. APPROVAL OF THE SARASOTA HIGH SCHOOL MAST RESEARCH FIELD TRIP TO LOS ANGELES, CALIFORNIA, ON MAY 8, 2011 THROUGH MAY 14, 2011
Description
One student has qualified to attend the International Science Fair by winning top overall at the Sarasota Regional Science & Engineering Fair. The student will be competing against top high school Science students.

Recommendation
That the Sarasota High School MAST Research field trip to Los Angeles, California, on May 8, 2011 through May 14, 2011, be approved.

24. APPROVAL OF THE PINE VIEW SCHOOL SPEECH & DEBATE FIELD TRIP TO DALLAS, TEXAS, ON JUNE 12, 2011 THROUGH JUNE 19, 2011
Description

This is a competitive Speech & Debate team which competes in 10 separate events at each tournament.  It is connected directly to the Speech & Debate courses offered at Pine View School as well as the National Forensic League, National Catholic Forensic League, and the Florida Forensic league. 



 



Recommendation

That the Pine View school Speech & Debate field trip to Dallas, Texas, on June 12, 2011 through June 19, 2011, be approved.



EXPULSIONS

25. APPROVAL OF EXPULSION RECOGNITION FROM BREWSTER CENTRAL SCHOOL DISTRICT, NEW YORK, SARASOTA COUNTY EXPULSION CASE NO. 11-406
Description
That the expulsion of the student Expulsion Case No. 11-406, from New York Public Schools, be honored per School Board Policy 5.34(4) and (5).

Description

On February 2, 2011, the student listed in Expulsion Case No. 11-295, violated School Board Policy 5.34(1)(d), Possession of Forged Instruments.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 15, 2012.

Description

FINANCE

37. APPROVAL OF SUPERINTENDENT'S FINANCIAL STATEMENTS FOR THE MONTH ENDING MARCH 31, 2011
Description
The Superintendent's Financial Statements for the month ending March 31, 2011, do not reflect any unexpected trends through nine months of the 2010-2011 fiscal year.  The supplemental schedules reflect the projected results of operations for the 2010-2011 fiscal year in the General Fund to come in better than is currently budgeted with an ending unreserved fund balance greater than required by Board policy.  In the Special Revenue Fund, revenue from Federal through State sources has decreased over 5%.  This is due to a reduced amount of American Recovery and Reinvestment Act (ARRA) funding being received this year.

Recommendation
That the Superintendent's Financial Statements for the month ending March 31, 2011, be approved as presented.

38. APPROVAL OF BUDGET AMENDMENT NUMBER 2 FOR THE SPECIAL REVENUE FUND
Description

This budget amendment is reflecting year one of Race to the TOP and adjusting other grants for the 2010-2011 fiscal year for a total increase in grant funds of $1,254,859.

JOB DESCRIPTIONS

40. APPROVAL OF NEW JOB DESCRIPTION FOR STAFF ENGINEER
Description

Our current staff engineer is assigned against a Project Manager job description.  The background, education and skills needed to be a successful staff engineer are specific and different from those of a Project Manager.  This job description will ensure we are able to hire the right skill set.  Salary lane remains the same as the Project Manager.

Minutes: 

Shirley Brown stated that the Board had talked about in workshop having a public forum on the budget, so that the Board can discuss it.  We don't get a lot of constituents coming to the workshops or Board meetings, but obliviously some incorrect information is getting out.  Creditable business men from the community came to the Board concerned that we were spending our reserves down to zero this year.  There is misinformation out there.  She would like to work with staff and any other Board members to gather some type of forum.  The Board has talked about this in workshop and we need to move forward after we get the final budget numbers from Tallahassee.

Caroline Zucker stated the Board did agree to host a public forum.  The process now is just when would be the correct time to do this. 

Shirley Brown stated that perhaps at our next work session a date could be set.

Carol Todd stated that she does not disagree, but her question is the purpose.  If the purpose is input, I think the decision was made today to move the budget forward.  She is a little confused as to the purpose.  Is it an edification, information purpose, or is it a purpose to gain input to make changes in the Budget that she thought at the workshop today, the nod was given to the Superintendent to go ahead and release those Budgets.  She would like clarification please. 

Shirley Brown stated that she hoped it would be a two-way dialog.  If there are some things that the Board is hearing that could make a change that would not affect staffing
next year that may be able to change.  The Budget is not going to be set to ink until July and yes, we did some staffing recommendations today.  She does not know what they might bring forward and bring back to the Board that the Board might want to change.  At the very least it could be things the Board could be looking at next year.  At what point do you get this.  People are looking at the Budget more closely as you are passing it.  This might be a very good time to get some input.  Budgets are changed throughout the year.  As we go forward, we can do amendments to the Budget.  I would think that anytime someone has a good idea on where we might make some cuts to the budget that would make sense, and would not disrupt what we are doing with our students; that the Board would be willing to listen.
